I have no idea but it's a thing! It's a terrible thing! It was okay for a while because she'd move as soon as we approached, and there's enough gaps in the railing that she didn't even have to come past us to do it, but now she doesn't move anymore and one day we're going to fall down the stairs.

Vaska also likes sitting on the steps, but she is my match in nerves sometimes and will probably never stop moving when we approach.
